In a phone interview, Sen. Richard Gordon said that with Ms Arroyo “virtually co-opting” Estrada, her anti-pardon allies would likely coalesce with civil society groups.

“It’s going to be a fight between traditional politicians and upright groups who are against this kind of transactional politics,” said Gordon, who insisted that he was independent despite taking pro-administration lines in the past few years.
